The Revolutionary Committee of the North proclaimed itself as a provisional government on 27 November 1888 with Louis Mondestin Florvil Hyppolite as President. Hyppolite was subsequently elected to govern the whole of Haïti and was sworn into office on 17 October 1889 at Gonaïves. He established a new constitution in 1889 which remained in force until 1918, the longest in Haïti's troubled history. While still in office, on 24 March 1896 Hyppolite fell off his horse and died of apoplexy . He was succeeded by Tiresias Augustin Simon Sam who was sworn in on 31 March 1896.
